Just want to state, In a sort of side note to the power rank post.

Npc levels, and character levels are relative. Lore power and character level in game are not the same.

its hard to believe a level 23 Van Cleef can threaten all of Stormwind, overrun Westfall, Elywnn, and Duskwood..
A level 60 Mathias Shaw considers Van Cleef a match at least, if not more then one.

Or that a level 32 Necromancer Morbent Fel can be a foothold of the Scourge in Duskwood...

The False warchief, Rend Blackhand is level 55 elite. He rides a 54elite chromatic drake..
Yet Rend Blackhand is second in command to Neferious himself.
And being a chromatic dragon, it would be reasonable to say Glyth is actually stronger then Ebonroc, or the other black drakes in BWL.
General Drakkisath is a GENERAL in the black dragonflight army. He is higher rank and stronger then the broodlord.
The two Black drakes in the Badlands are stated to be Deathwings lueitenants. Again, it would be reasonable to believe these two are stronger then the drakes in BWL, or Terminus in the blasted lands.

It would be a safe bet to say the Avatar of Hakkar in the Sunken Temple is much stronger then Rivendare. Yet the in game level wouldnt say that.

There are of course many examples of this.
