Hmm so there is a Black Citadel and a Hellfire Citadel or just one?

Black Citadel

The exact details of this dungeon are currently unknown other than the fact that this will be the final destination of the World of Warcraft: The Burning Crusade expansion pack. This instance will be the home of Illidan and possibly Akama and will undoubtedly require a force of 40 max-level players to beat and will certainly be the game's most difficult instance at the time of its release.

Hellfire Citadel

Hellfire Citadel, located in Outland's starting zone, Hellfire Peninsula, will be the expansion's easiest dungeon. The dungeon is similar to Onyxia's Lair in that it will require players to fight only a few "trash" mobs before encountering the instance's main boss: Magtheridon. This dungeon is for players between level 57 and 63.

Still can't find black temple referenced anywhere... From the text at ign the wiki definition of the instance seems wrong.

Black Citadel USED to be the name of Illidan's temple but apparently it was changed.

due to the fact the "Fel" requires something on demonic eqivilence and it can be expected that in this new instance it will require Shadow and Fire resistence, Onxyia scale clock might have another use : P

I'd expect heavy fire/shadow in outlands, with ice/shadow in nax, and perhaps some nature/arcane between karazhan, the troll instance (zul something), caverns of time and the emerald dream. Perhaps it will be split fairly evenly but I am expecting shadow & fire to be the most needed resists.

Hellfire Citadel is where Magtheridon will be in a Onyxia type encounter which is the 40 man section of the wings.

The black citadel/tower will probably not house Illadin, even if it use to be his home, as he will not be an encounter in the expansion. Blizzard has already made that clear.

Every article and Blizzcon report I have read has mentioned Illidan being the top teir boss of the expansion.

The entire expansion is about the leading up to fighting Illidan and is a prime focus of it.

This was my general interpretation of what I've read too.

A Blizzard producer has already stated that Illidan is too strong for even level 70's to handle and will require a raid of higher leveled players. One would assume of course that if that is the case then he will not be an encounter in the expansion. They also said that he is the strongest character in the warcaft universe, so to include him in the first expansion seems rediculous, they would only be shooting themselves in the foot limiting the amount of major content to look forward to in future expansions. He will more than likely require a raid of Hero Classes to be defeated.

I have yet to read one article or interview from a blizzard rep that states "Illidan will be an encounter in the first expansion". It is mentioned in articles such as the one linked above, but it is not directly from the horses mouth, just an article from someone trying to fill magazine space with assumptions and speculations.

The expansion "leading up to" Illidan and including a fight with Illidan are two different things.
