Unfortunatly I've determined it's not the memory. I did some checking online and apparently this is a fairly common problem with Nvidia's GeForce 8000 line of cards. No one seems really sure about how to fix it though. I'm gonna go buy a non Nvidia card tonight and pray to god that fixes it.

I run an 8800GT and although I haven't had any problems as drastic as yours, WoW and the 8800 series do not get along for some reason. I am getting far fewer framerates than I should be on a 4 year old game with that card.
It is constantly complained about on the tech forums but Blizzard doesn't seem too keen on addressing the issues with the 8800 series cards.

I have the 8800GTS 640MB and the thing is amazing with wow. I will say I had major problems with the 7900 but it was a PNY. This one is BFG and it is flawless.

I thought you said you ruled out video card already? Either way, it really didn't sound like a video card problem initially, but I've seen stranger things.
