I am now going to refute why nearly every one of these changes if true, would be completely dumb for a mage.
Molten Armor
Level 62
Causes 60 to 90 fire damage when hit and reduces the chance you are critically hit by attacks and spells by 10%.
10% less chance to get crit isn't going to do diddly for a mage. No Armor bonus? 60-90 fire damage is nothing at level 70. How many times is a mage going to get hit before he dies anyway?
Arcane Blast
Level 64
2.5 sec cast, 190 mana
Deals 463 to 537 arcane damage. Each time you cast the spell within 8 seconds of each other the cast time does down and the mana cost goes up.
Not good enough. Less damage then a frostbolt and no solid talent tree to back it up.
Ice Lance
Level 66
1.5 sec cast, 150 mana
Deals 219 to 281 frost damage to an enemy target. Damage is increased by 200% against frozen targets.
Wouldn't be bad if it slowed, which it doesn't. No reason to use it over a frostbolt.
Invisibility
Level 68
Gain invisibility for 20 seconds. You can only see other invisible targets and people who can see invisible targets. 5 Minute Cooldown.
Dumb. Whats the point of invisibility if I can't use it to my advantage to kill other classes? For running? Gee, thanks.
Spell Speal
Level 70
Instant cast, 52 mana
Steals a beneficial magic effect from the target. This effect lasts a maximum of 2 min.
This should take the duration of the spell you steal. 2 minute fortitude isn't going to do diddly.
Mage talents:
Tier 5-
Improved Blink: Reduces the mana cost of Blink by 25%/50%.
Decent, but Blink is only about 10% of my mana anyway.
Tier 6-
Arcane Potency: Increases the critical strike damage bonus of your Arcane spells by 33/66/100%.
Problem here is that there is no base arcane spell to use it with. Arcane Missles is laughably bad now, and the other spell doesn't have a solid enough tree to help its damage besides this spell)
Tier 7-
Student of Magic: Reduces the mana cost of all arcane spells by 5/10/15%.
So my polymorph costs 15% less. Oh, lets not forget my 100 mana counterspell, and portals.
Prismatic Cloak: Reduces all damage taken by 1/2/3/4/5%.
This isn't enough to gimp ourselves by going down the arcane tree. We'll still die uber fast. Theres a reason mages don't like Arcane Resilience.
Tier 8-
Mind Mastery: Increases spell damage by up to 5/10/15/20/25% of your total intellect.
This is alright, but most mages think of int as a third stat. (at least in PvP)
tier 9-
Slow: Instant cast, no cooldown, 68 mana. Reduces targets movement speed by 50% and attack and casting speed by 20% for 15 sec.
Sexily good, but way too deep in a gimped tree for me to consider going for.
Fire Tree-
Tier 5-
Playing with Fire: Increases all spell damage caused by 1/2/3% and all spell damage taken by 2/4/6%.
Besides having a dumb talent name, theres already enough talents like this in fire. Fire Power and then this? Also, why is it all spell damage, and not just fire?
Tier 6-
Blazing Speed: Gives you a 5/10% chance when hit by a melee or ranged attack to increase your movement speed by 50% and make you immune to movement impairing effects. This effect lasts 8 seconds.
Not consistant enough to be worth it, and why the hell would you give a mage an ability that makes then unrootable? Thats not our problem.
Tier 7-
Burnout: Increases the damage and mana cost of all spells by 2/4/6% after you hit a Dazed opponent with a Fire spell.
The only spell we have that dazes is Blast Wave. WTF?
Molten Blood: Increases your chance to resist Bleed and Poison effects and effectiveness of Molten Armor by 6/12/18/24/30%.
Terrible. I'm not terrified of rends or deep wounds, and since crippling poison procs all the time anyway, this is useless.
Tier 8-
Empowered Fireball: Your Fireball spell gains an additional 2/4/6/8/10% of your bonus spell damage effects.
Decent, but again, not very imaginative.
Tier 9-
Dragon's Breath: Targets in a cone in front of the caster take 278 to 322 fire damage and are disoriented for 3 sec. (no cooldown, mana cost, etc. given)
Pitiful damage and a 3 second gouge? If it was instant cast, it would be semi-decent, but not enough to convince me to give up presence of mind for it.
Frost Tree-
Tier 5-
Frozen Core: Reduces the damage taken by Frost and Fire effects by 2/4/6%.
Terrible.
Tier 6-
Ice Floes: Reduces the cooldown of your Cone of Cold, Cold Snap, Ice Barrier and Ice Block spells by 10/20%.
Only 1 talent in tier6 with only 2 pts to put it into? I'd have to gimp myself by putting 3 points into a terrible talent at the top of the tree to keep going.
Tier 7-
Cold Hearted: Increases damage of all spells against wounded targets by 10/20/30%.
Overpowered. Assuming wounded means somebody whos not at full health, this would be broken. I suddenly have Arcane Power against somebody thats hurt?
Arctic Winds: Reduces the chance melee and ranged attacks will hit you by 1/2/3/4/5%.
Meh.
Tier 8-
Empowered Frostbolt: Your Frostbolt spell gains an additional 2/4/6/8/10% of your bonus spell damage effects.
See Empowered Fireball.
Tier 9-
Summon Water Elemental: Summons a water elemental to fight for the caster.
Unless the pet had some badass abilities ala warlock pets, it'd be pretty bad. Most hunters don't even use their pets anymore.
So in conclusion. Not only are these fake, but the person who thought them up is on crack.
